A "few months" prior to March 2005, an industrial accident occurred at the council where Pete Lambert worked. The accident was "hushed up", and the Ninth Doctor arrived, posing as an independent consultant. The Doctor trampled over the council's procedures, and Pete likened it to a nightmare.
