Commander Torvald was an agent of the Celestial Intervention Agency and a confidante of its head, Coordinator Narvin. Torvald's name was later used by Andred, who killed the real Torvald and impersonated him.

Biography

Early life

Torvald belonged to the Arcalian Chapter. (AUDIO: The Inquiry) Still in his first incarnation, he joined the Celestial Intervention Agency and was familiar with Andred and Leela, whose presence on Gallifrey he disapproved of. He was also aware of the rumours about Charlotte Pollard and the anti-time crisis (AUDIO: A Blind Eye) and joined Free Time. (AUDIO: Lies)

Plots against Romana

Wanting to get rid of President Romana, Torvald allied himself with Mephistopheles Arkadian (AUDIO: A Blind Eye) and used CIA information to engineer a situation in which she would be forced to destroy Gryben due to the threat of a Timonic Fusion Device. Romana determined that the device was a trick and waited for the countdown to end, (AUDIO: Weapon of Choice) after which it travelled a day into the future (AUDIO: The Inquiry) and Nepenthe killed herself rather than reveal who helped her get through the Time Lords' transduction barrier. On a mission in 1939, Torvald agreed to work with Arkadian to sell a Nazi sympathiser to Muriel Joy. Torvald selected Cecelia Pollard as he secretly hoped to repeat the anti-time crisis to blackmail Romana into confessing to violating Gallifreyan law for political gain. Ingratiating himself into her life as Erich Kepler, he spent six months having to laugh at her anti-semitic jokes and attend Nazi Party rallies and receptions, which he hated.

On the date of Sissy's death, Torvald betrayed Arkadian and put her on the delayed Transcontinental Express, a move which Arkadian countered by changing time by sending her a telegram which got her aboard the non-delayed train on another time track. Torvald was able to merge the two trains in an attempt to capture her but, when the Presidential TARDIS materialised in front of the train, he threw Sissy out to make sure that she did not die in the collision. He too jumped out and broke both of his legs. (AUDIO: A Blind Eye)

Mind wipe and death

Torvald, now aware that he could not be killed as he needed to be killed by Andred in the future, confessed to his crimes and had his mind wiped, which was a painful process. He returned to the CIA and at some point was promoted to commander, becoming Narvin's right-hand-man. When Andred tried to draw Narvin out to the old city beneath the Capitol, he sent Torvald instead.

Andred jumped out on Torvald, believing that he was Narvin, and the two had a shootout. Whilst Torvald managed to gravely wound Andred enough to cause a regeneration, his own wounds were too severe and he died. They were found by a rescue party who mistook Andred for Torvald, assuming that the corpse must be Andred's, and Andred stole Torvald's identity to infiltrate the CIA in search of neo-conservative traitors. Alternative timelines

On one timeline, Torvald was a True Lord who lived during the planet's early history and served under Captain Vekken. He and Hollis were sent to Post 7 where they were turned into vampires by Arcalia. (AUDIO: Annihilation)
