Mrs Parkhouse was someone who baked scones at the Wisteria Tea Rooms in Stockbridge, England. She was known to the Doctor by at least the time of his eighth incarnation. (COMIC: Endgame)
Behind the scenes
The name is a sly reference to either Steve Parkhouse, the creator of Stockbridge, or Annie Parkhouse, Steve's wife and longtime letterer for Doctor Who Magazine.
