Otto Pausbacken was a council member. He called a meeting after Baron Teufel's carriage was destroyed. He said the beast of Orlok had returned. He believed that the Eighth Doctor and Lucie Miller intended in robbing and assassinating Baron Teufel. (AUDIO: The Beast of Orlok)
