Colin Baker was an actor who played a fictional Doctor Who, starring in a television series.
The Twelfth Doctor once knew, through "psychic shenanigans", that many actors were gathering at London's West End for a special breakfast, and that the people he was talking to could meet them; one of the actors was Colin Baker. Although he was not given a clear in-universe illustration during the narrative of WC: Peter Capaldi and Simon the Shy Cyberman Invite You to Breakfast with 7 Doctors, the only currently valid story to reference him, the end of the webcast included a screen featuring photographs of each Doctor who would be present at the event, in-costume as "the Doctor". If taken as an in-universe representation of Baker, this qualifies as the only in-universe illustration of the character outside of parodies and trailers.

Colin Baker was an actor from BBC's Doctor Who who was put on trial twice.
Biography
At some point in Baker's life, he had been put on trial. He was later put on trial once again, this time for an unpaid parking fine, which he received whilst filming new bonus material for the Doctor Who Season 23 Blu-Ray Collection. During the trial, he tried to justify to the magistrate that he should be excused, and that the very fact he was on trial was a farce. Baker also provided evidence downloaded from the Time Lord's Matrix, but to no avail, and he was placed in a cell with a female friend. (NOTVALID: The Sixth Doctor is on trial AGAIN!)
