Dalek High Command, (TV: The Day of the Doctor, AUDIO: The Mission, et. al) also known as Imperial Command, (AUDIO: The Abyss) was a term used for the strategic leadership of the Dalek Empire at various times of its history.
History
Dalek High Command masterminded attempts to infiltrate Earth's popular culture to facilitate a Dalek invasion of the planet from 1965 onwards. A series of memos from this increasingly-ragged plan was intercepted and translated by David J. Howe. (PROSE: The Dalek Invasion of Toyshops)
By the Last Great Time War, High Command had ordered that all newly created Dalek mutants needed to spend a full seven seconds in the "nursery" in order to ensure the new Dalek would experience a level of disorientation that would make them feel vulnerable and therefore more ready to kill. After those seven seconds, the mutant was placed into the memory grid and then their casing. (PROSE: Dalek) During the Fall of Arcadia towards the end of the War, a Dalek drone intended to inform High Command that they had intercepted the War Doctor, only to be destroyed soon after. After the Daleks had returned to, and rebuilt, a post-Time-War Skaro, Bors, a human from Essex in 1138 turned Dalek puppet, informed High Command that the Doctor's TARDIS had been located.
