Constable Cummings was a police officer in Oxfordshire during the 1920s.

By 1925, Cummings was a constable under the command of Sir Robert Muir. He was on duty at the police station on 11 June of that year when the TARDIS was confiscated from Cranleigh Halt and moved it to the police station (TV: Black Orchid [+]Loading...["Black Orchid (TV story)"]) where he called in the army from Crowshott to try to get inside of it. According to one account, Cummings met Sergeant Markham, who returned with Sir Robert, the Fifth Doctor, Adric, Nyssa, Tegan Jovanka and Tanner, outside of the police station and told his superior about the TARDIS. (TV: Black Orchid [+]Loading...["Black Orchid (TV story)"]) According to another, he met the group inside the station and began to book the Doctor, Adric, Nyssa and Tegan for being drunk and disorderly based on them being in costumes before showing Markham to the TARDIS. Cummings answered a telephone call from Charles Cranleigh and was informed that Raymond Digby's body had been found at Cranleigh Hall, something that Madge Cranleigh had covered up. He entered the TARDIS to inform Sir Robert and was stupefied by its interior dimensions. (TV: Black Orchid [+]Loading...["Black Orchid (TV story)"]) The Doctor escorted Cummings out of the TARDIS before using it to return to Cranleigh Hall with Sir Robert, Markham and his companions. Although it is unclear in Black Orchid [+]Loading...["Black Orchid (TV story)"] whether or not Cummings travels in the TARDIS, the novelisation shows the Fifth Doctor escorting him to the door.
