Livia Caralis (Enemy Lines)

Lady Livia Caralis (Livia for short) of the House of Brightshore was a high ranking Time Lord. Despite being political opponents, President Romana II appointed her as her successor.

Biography

In the timeline where the Moros was destroyed, Plutus was Livia's ally and became her Castellan. Because she didn't trust Romana, Livia tried to recruit Irving Braxiatel to be her liaison and spy in the Celestial Intervention Agency. Time Lords from all across Gallifrey came to Livia's inauguration, but after the Monan Host embassy exploded and killed thousands, Livia announced an alliance with the Warpwrights of Phaidon and declared war on the Monan Host. However, Kalbez and Gaal later admitted in Livia's presence that they had framed the Monan Host; upon confronting Plutus for his part in the plot, Livia was kidnapped, but she was rescued by Leela and had Plutus arrested. After the timelines were rewritten, Livia was still named as Romana's successor, and she was inaugurated without incident. (AUDIO: Enemy Lines)

A new body

Before the outbreak of the Last Great Time War, she had recently undergone a regeneration, following an assassination. She had to negotiate between Trave and Romana to facilitate a sharing of information between them. When refugees from Phaidon asked for sanctuary, she sent Trave, Leela and a member of the High Council to inspect their ship just in case there were Daleks on board. Following this act, she declared the start of the Time War. She knew about Project Revenant and the War Council's plan to resurrect dead Time Lords. (AUDIO: Celestial Intervention)

Livia and Trave planned to resurrect Rassilon to lead the Time Lords through the Time War. To do this, Livia resigned from office. She asked Romana and Narvin if there was a technicality that would help her retain her reputation. She named Valerian as her successor, but he was challenged by Romana. When Valerian won the election, she had Karla use Project Revenant to resurrect Rassilon in Valerian's body. (AUDIO: Desperate Measures)

After Rassilon's resurrection, she was appointed to the new office of Prime Minister, but was not considered to be a part of Rassilon's inner circle. She agreed with Trave and Romana to propose the formation of an advisory board to counter the influence of Rassilon's sycophants. (AUDIO: Havoc) She began to fear that she had made a mistake in bringing back Rassilon, and secretly informed Romana of his plans for Ysalus. (AUDIO: Partisans)

Romana criticised her for not being able to choose which side of the fence she was on. When Narvin refused to help Romana assassinate Rassilon, Livia offered her assistance. She allowed the Sicari to enter the Presidential office, hoping that they would kill Rassilon. Although he survived, he unexpectedly approved of her attempt on his life, and she gained his favour. Livia continued to serve as Prime Minister, though continued to have doubts about Rassilon especially after a speech in which he called for the “extermination” of the resistance. (AUDIO: Deception) When the Dalek Emperor led a saucer over Gallifrey itself armed with null zone technology, Rassilon conscripted Livia and Mantus to lead a counterattack aboard a Battle TARDIS. They discovered it had been pre-programmed to go to The the saucer, but were saved from the suicidal attack by Narvin who intercepted them with the resistance’s TARDIS. He took them aboard the saucer to stop the Daleks, finding Romana and Leela, however Livia was wounded by a Dalek blast. She and Narvin decided to move the resistance TARDIS to the null zone power source to detonate it. They were aboard the TARDIS when it exploded, causing the saucer to break apart. Personality

Livia's hatred for President Romana was well-known, (AUDIO: Enemy Lines) but the two later found common ground. Romana criticised her for her seeming inability to choose a side following Rassilon's resurrection. (AUDIO: Assassins)
