Glower was an technician on Gallifrey, he was the head techician on Project Alpha, which involved the creation of a Timonic Fusion Device. He worked with Narvin to create the device. He disobeyed the High Council's orders based on Braxiatel's calculations, and denotated the device. This action brought the destruction of Minyos and the start of the Time Lord's non-interfernce policy. (AUDIO: The Inquiry)
