Fenton oversaw community service workers in Bristol, seemingly holding at least some of them in contempt. The feeling appeared to be reciprocated. After the Boneless killed several other workers, he ran into the underground railway with Clara Oswald and Rigsy to reach safety. He unfortunately survived the Boneless' attack long enough for Clara to trick the Boneless into restoring power to the Doctor's TARDIS and for the Twelfth Doctor to send the Boneless back where they came from.
He was immune to the effects of psychic paper. The Doctor attributed this to a strong lack of imagination. (TV: Flatline)
Fenton is a man in his sixties with a constant scowl on his face with old rotting teeth. Probably never experienced love with anyone and believed himself to be above his community service team. Extremely self-preserving and cowardly, his many attempts to take control of the situation from Clara always ended getting them into even more trouble.
