Paul Shelley (born 15 May 1942) played the Minister of Persuasion in the Doctor Who television story Four to Doomsday. For Big Finish Productions, he voiced Ethan Kalwell in The Relics of Jegg-Sau, Socrates in The Oracle of Delphi, and Jestan in The Whispering Forest.

Prior to appearing in Doctor Who he also appeared in Blake's 7 in the 1979 episode Countdown along with Tom Chadbon.
