Quantum stabiliser

A quantum stabiliser was an object that the Ninth Doctor found in his TARDIS. He used it as one of many parts to build a pulse resonance chamber, which he used first to talk to people who had been deconstructed by the Serapheem, then to reconstruct them. (AUDIO: Girl, Deconstructed)
