Mr Popplewick Junior was a Matrix projection created by the Valeyard.
Popplewick Junior was a Victorian Clerk and claimed to be an assistant to Mr Popplewick Senior who was himself an assistant of "Mr J.J. Chambers" in the Fantasy Factory. Sporting an explosive quill behind the ear, Popplewick was a stickler for procedures which was used to delay the Sixth Doctor from seeing Mr J.J. Chambers.
This version wore a red neck tie and sported a clean shaven look.
Unlike Senior who was a mere guise of The Valeyard, this Popplewick was a virtual creation of the Matrix and projection of the Valeyard. (TV: The Ultimate Foe)
