In the Unbound Universe, Brian Hook was the last governor of Hong Kong before the city was handed over to China.

On the eve of the handover, Hook was interviewed about the Chinese nuclear weapons test in Inner Mongolia, commenting that such behaviour on China's part would only inflame the fears of those uncertain about the handover. (AUDIO: Sympathy for the Devil)
