During humanity's interstellar age, Earth Examiners were representatives of the homeworld that checked on the progress of humanity's colonies.

Shortly after his regeneration, the Second Doctor landed on the planet Vulcan, he chanced across an Examiner who was quickly killed from afar by Bragen. Hoping to learn more about the murder, the Doctor appropriated the Earth Examiner credentials. (TV: The Power of the Daleks)
