Pete Lambert was an individual who worked for a council on 21st century Earth.
A "few months" prior to March 2005, there was an industrial accident at the council, which was "hushed up". Pete saw the Ninth Doctor, posing as a independant consultant. By Pete's reckoning, the Doctor "trampled" over the council's procedures, and he compared the situation to a nightmare. Pete also found that the press weren't interested in his story.
In March 2005, Pete wrote about his encounter on the conspiracy website Doctor Who?. (PROSE: Have You Seen This Man?)
