Borusa was a Time Lord who taught the young First Doctor.

When the Doctor was a young boy, Borusa told him off for his attitude, and that he would be lucky to receive a Class Three Doctorate. Borusa taught him to be seen to respect tradition, even though he did not. (COMIC: Vortex Butterflies)
