Valmont (The Sincerest Form of Flattery) was a trade unionist who the the War Master tried to get him to start a workers revolution. This was a bit more violent than the Master expected. He later set a food market alight in a terrorist attack. He wanted to stop Calantha's accession to the Empress, but the Master stopped him doing this as his control over him meant that he could stop him breathing at will.
