The World Zone Authority, (TV: The Enemy of the World [+]Loading...["The Enemy of the World (TV story)"]) also called the World Zone Organisation (PROSE: Doctor Who and the Enemy of the World [+]Loading...["Doctor Who and the Enemy of the World (novelisation)"]) and the World Zones Authority, (PROSE: Alien Bodies [+]Loading...["Alien Bodies (novel)"]) was the successor to the United Nations on Earth in the early 21st century. Nations were grouped into Zones answerable to a World President, headquartered in the UN's old New York building. Each Zone had its own Controller but a centralised security agency under a World Security Chief had jurisdiction over the whole body, and visas and passes were needed to move from Zone to Zone. Zones included the Arctic, Australasian, Central Asian, North African, European, Central European, North African, (PROSE: Doctor Who and the Enemy of the World [+]Loading...["Doctor Who and the Enemy of the World (novelisation)"]) and East Indies Zones. In 2038, Whiteacre signed the World Zones Accord. By 2069, it was clear that this had reduced the United Nations to a "joke" in comparison with the World Zones Authority. (PROSE: Alien Bodies [+]Loading...["Alien Bodies (novel)"])

In the 2030s, the planet was suffering food shortages and the scientist Ramón Salamander gained fame for solving the problem with his Sun Store, which increased grain production in Canada and Ukraine. (PROSE: Doctor Who and the Enemy of the World [+]Loading...["Doctor Who and the Enemy of the World (novelisation)"]) By another account, this had occurred in the 2010s, and the Sun Store debuted in 2018. Secretly, Salamander was power hungry and five years prior, he'd begun a plan to conquer the planet by tricking scientists into believing a nuclear war had started. Salamander also began to murder and blackmail politicians to allow his own trusted officials to take top jobs in the Authority. (TV: The Enemy of the World [+]Loading...["The Enemy of the World (TV story)"], PROSE: Doctor Who and the Enemy of the World [+]Loading...["Doctor Who and the Enemy of the World (novelisation)"]) Arctic Zone Deputy Lars Helvig was found dead in his office, supposedly of suicide, but there was no known reason. Central Asian Zone Controller Mikhail Assevski, a former Olympic Marathon-Swim Gold Medalist, was found drowned 100 metres offshore in Lake Baikal.

Additionally, the Central European Leader Alexander Denes was arrested and killed; Second-in-command Fedorin was killed; and Finance Deputy and expert skier Jean Ferrier, father of Astrid Ferrier, vanished without a trace in perfect weather conditions. European Zone Commissioner John Freremont was brutally murdered. No arrests were ever made.

While this was happening, Salamander had the scientists cause "natural" disasters that he could "warn" against or aid. One such disaster was a freak tidal wave that sank a Caribbean cruisefoil. (PROSE: Doctor Who and the Enemy of the World [+]Loading...["Doctor Who and the Enemy of the World (novelisation)"]) Finally, he triggered a volcano in the Central European Zone to discredit its Controller. Thanks to the actions of the Second Doctor and North Africa and European Deputy Security Leader Giles Kent, Salamander's plot was discovered and stopped by the Second Doctor. In 2054, General Tchike received direct orders from the inner circle of the World Zones Authority to capture thermosystron bombs from the Montana Republican Militia. (PROSE: Alien Bodies [+]Loading...["Alien Bodies (novel)"])
