Early into the line's production, the original intention by Jason Lenzi was to begin the series with a figure of the Fourth Doctor and Sarah Jane Smith. However, the company was informed by the BBC that Elisabeth Sladen was not approving new merchandise at the time. Lenzi later speculated that this was due to her ailing health.

The group also intended to feature a Comic Con exclusive where figures would be packaged in replications of the Denys Fisher packaging. Another idea was to re-release the Dalek figure with Denys Fisher colouring. [1]

In 2013, prototypes were previewed online and at New York Toy Fair. However, the BBC opted not to renew the license with the company. Several of the unreleased characters were printed on the boxes of the First and Eleventh Doctor figures, and a few were available for pre-order before the BBC agreement suddenly fell through.
