Elsie Olthwaite and Albert Olthwaite were residents of "Ali-Fax" in 1979.
She and Albert encountered the Fourth Doctor, who believed them to be bizarre inhabitants of an alien world. They greeted the Doctor warmly and invited him to stay with them in their "digs" at Back Wrangthorn Terrace where he enjoyed their favourite meal of "fishupper" with them.
