Gabal
Deputy Castellan Gabal was a Time Lord who lived during the final term in office of Lady President Romana, who was now in her third incarnation.
Gabal once walked with Coordinator Narvin of the Celestial Intervention Agency and Cardinal Harriax through the Panopticon, where they discussed the Cardinal's trip to Nekkistan. While with Gabal and Harriax, Narvin told them that their field office on Nekkistan was woefully understaffed and that he would provide them with some of his own agents, although at that time he had very few to spare. Narvin and Harriax then left the Panopticon. Gabal parted from the group, and he went on his own way towards the Cerulean Court. Throughout this conversation, Commander Lukas was spying on Narvin on Romana's orders, and recorded the movements of Narvin, Gabal and Harriax. (AUDIO: Intervention Earth)
