Joe Mazzini was a teacher on Brixton-125. He took an interest in Tegan Jovanka. He told her that he was the black sheep of the family. After Angelo Mazzini was murdered he thought that his uncle Francesco Mazzini did it. He helped in the Fifth Doctor's investigations. (AUDIO: Serpent in the Silver Mask)
