Thomas Milligan (The Year That Never Was)
Thomas "Tom" Milligan MD spent a Year That Never Was living on an Earth ruled by the Saxon Master and his army of Toclafane. During this time, Milligan became a rebel, covering his illegal activities under his work as a doctor with the Peripatetic Medical Squad.

On Day Zero, Tom was working as a paediatrician with the NHS. His medical skills led him to join the Peripatetic Medical Squad; in his role as a doctor, Milligan received a licence to travel so that he could help out at the labour camps. (TV: Last of The Time Lords)
A year after Day Zero, Tom waited on a beach with a halogen lamp. He received signal from another lamp on a boat some way from the shoreline. As the belly of the boat scraped across the shingle, Martha Jones stepped out, returning to England under the cover of night. (PROSE: The Story of Martha) By this time, Tom was already familiar with her worldwide fame.
He travelled with Martha to Nuclear Plant Seven, where they met with Professor Alison Docherty in one of the repair sheds. With her help, they captured one of the Toclafane.
They left for a UNIT base in north London, choosing to stay at slave quarters in Bexley to wait for a medical convoy that would take them the rest of the way.
While in Bexley, the Master tracked them down. He ordered Martha to "come and meet [her] master". She left the slave quarters - a London house - and walked out into the street. As the Master was about to kill Martha, Tom ran out and the Master killed him with his laser screwdriver (TV: Last of The Time Lords)

When the Master's paradox machine was destroyed, undoing the Year That Never Was and reversing time back to 2008, Martha Jones phoned his counterpart and then hung up, reassured that in the proper timeline he was alive. (TV: Last of The Time Lords)

Tom Milligan quickly took a liking to Martha Jones and proved to be very loyal to her. He even tried to attack the Master in an attempt to protect her, resulting in his death.
Although he was a doctor, Tom would not hesitate to deal with matters through force, and kept a gun with him during the Year That Never Was. He killed one of the Toclafane in disgust after it said that killing its ancestors was fun, and suggested using his gun to kill the Master, forcing Martha to explain that Time Lords couldn't be killed so easily.
