He was bouncing through Beanotown on a pink bunny-themed space hopper when Sergeant Slipper's dentures punctured a Red Nose-themed hot-air balloon which a group of celebrities were floating in to promote Red Nose Day. He questioned who was making "that terrible vulgar noise" when the balloon was punctured and flew through the sky.
After the celebrities fell into and exited a jam factory, then got licked clean by Gnasher, Water noticed the group, recognising them as "famous people", and left to get his "autograph booksy-wooksy". Walter Brown was unnamed in the above sources. He is a character from The Beano, most commonly appearing in Dennis the Menace and Gnasher.
The cover of The Beano #3651 featured an image depicting Walter Brown within a Dalek casing, with Gnasher preparing to urinate on him and Dennis telling him to "prepare to be splatted by my sonic catapult!".[1]
