Alicia Dowan was a Cindran who worked for MI5 as a data analyst. She was working under duress for Lesley Kulcade whilst her brother Edward Dowan. She helped the Doctor to diffuse a bomb. She spent her time on Earth trying to repair her and her brothers spaceship. After an attempted mugging the Monk interrogated her. Her ability was to teleport things and adjust molecular structure which caused fires. (AUDIO: Subterfuge)
