Lesley Kulcade was an official at MI5. Winston Churchill asked him to find a spy who gave information to the Nazi's during the war. He was stealing precious art using Alicia Dowan's powers and got Edward Dowan to set bombs. He stole the vital component from the ship to blackmail them. He hoped to kill Churchill as part of his escaped. The Monk stopped him from escaping and extorted from him the money. (AUDIO: Subterfuge)
