Bailey was an employee of International Electromatics before the company shut down after the death of its founder, Tobias Vaughn. He was later employed at C19, becoming one of the Pale Man's most trusted associates, as well as occasionally serving as his chauffeur. (PROSE: The Scales of Injustice)
