Bill Tallow was a plant worker, who worked at Niagara Generator.
In 1903, he was electrocuted to death by a machine that had some of its parts missing. The Skithra later used Bill Tallow's appearance as a disguise. (TV: Nikola Tesla's Night of Terror)
