A Broken Remote colony was a Remote colony that became so bogged down in tedious self important media signals that it was unable to become a meaningful force in the War in Heaven. The most notable example was Fallahal, the site of a successful retro-campaign by Fourth Wave forces to encourage the inhabitants towards inaction. (PROSE: The Book of the War)
