Calvert was an agent of Inter-Galaxy Insurance. He was sent to check the cargo hold of the Moray Rose. He thought the Fourth Doctor and Leela were pirates. He was coerced into killing himself by the Decayed Master's technology. (AUDIO: The Evil One)
