Cannibals were zombie-like creatures who inhabited the subway systems of a planet. The Fourth Doctor was attacked by them and rescued by Angel. She and the other Guardian Angels told the Doctor that the Cannibals were created due to the crushing levels of pollution in the city. (COMIC: End of the Line)
