The Fourth Doctor once visited a planet with at least one city that had a subway system, where he helped the Guardian Angels group fight against cannibals created from the city's pollution, trying to escape the city and reach the "countryside." While the Doctor escaped and waited for any survivors to meet him, he learned the countryside was just as polluted, and eventually left when radioactive rain began falling. (COMIC: End of the Line)
