Carlos was a baby who lived in Sunset Park.
His mother was showing him to a group of friends when, due to Cerebravore influence, he suddenly appeared horribly disfigured. When the Tenth Doctor came to check on the problem, his psychic field measuring device short-circuited and Carlos reverted to looking like a healthy baby.
