Here's the thing. We see disfigured Carlos, but we do not see him doing anything a Cerebravore would initiate. Other Cerebravore hosts do their bidding, attack people, etc. At the same time, right before Carlos' disfigurement, we see a portrait of a deceased, Juan, similarly disfigured. So disfigurement need not be connected to a host: Cerebravores can also affect people's minds without overtaking somebody's body. Thus, there is not enough evidence to claim that Carlos was a host.
