Provost Carneill was one of the border controllers whom Frey Saxton contacted after Harley had been murdered. He was annoyed at the security protocols on Graxis Major. He then arrived on the planet with a squadron of Daleks. (AUDIO: The Exterminators)
He told Frey and Kaymee Arnod that the Graxis System was to be geo-formed. (AUDIO: The Healers) He later saw the recovery of Kaymee. He let the wardens escape. He was concerned about Variant 7. He later became ill. He was later killed by a mutated Kaymee. (AUDIO: The Warriors)
