A female Time Lord served Romana III as the Chancellor of Time Present. By the time of Romana's first Reaffirmation Ceremony as Lord President she had recently died.
From this stint, Romana discovered that she tolerated female High Councillors far less than men and she was more easily able to manipulate or convince her male colleagues, especially those nearing the end of their current incarnation.
