Chang was a technician aboard the Wheel.

Chang was Asian. (TV: The Wheel in Space) By 2000, (TV: The Mind Robber; AUDIO: Prison in Space) 2079 (AUDIO: The Dying Light) or later, (PROSE: The Indestructible Man) he was working as a technician aboard the Wheel. (PROSE: The Mind Robber)
Chang told Leo Ryan about the strange readings caused by the orbs containing Cybermen and was backed up by Sean Flannigan. He and Bill Duggan worked to repair the x-ray laser and to replace the Bernalium rods. In the loading bay, he was killed by a Cyberman whilst the hypnotised Elton Laleham and Armand Vallance watched. Laleham told Duggan that Chang had cut his hand and gone to the medical bay. (TV: The Wheel in Space)

A Caucasian actor, Peter Laird, portrayed Chang, using makeup to make him appear Asian and adopting an accent.
