Agents In Action was a 21 short story printed in TV Century 21 that contained elements from the Doctor Who universe.

Agent Richard Barnes of the Universal Secret Service writes in to USS HQ from Stafford. Barnes attaches a photograph of himself which also features his Dalek model and his comprehensive collection of TV 21 instalments, having kept up to date with all aspects of the Service.
