The Elders were a telepathic humanoid species which existed "between the physical and sub-etheric dimensions". They were represented by Kaslan.

In the distant past, the Elders seeded the planet Earth during its "infancy", the time of the dinosaurs. They believed it to be the most beautiful of all the planets in the universe. Over the millennia, they observed that humans had abused the Earth.

Eventually, at a point when humans had expanded into space and colonised Titan, the Elders returned to the solar system, where they planted a group of their mediums. At the same time, a Dalek invasion fleet, led by the Golden Emperor, was heading for Earth. Upon detecting the mediums, the Dalek ships opened fire on them. Impervious to the Daleks' assault, the mediums wreaked destruction towards the Dalek Fleet, the survivors of which were forced to regroup before attacking the Titan colony. Capturing six human colonists, the Emperor had them operate Dalek spacecraft to attack the aliens. However, the telepathic Elders were able to clear the human minds of Dalek influence before addressing them telepathically with their representative Kaslan. Using their power to intervene, the Elders brought confusion to the Daleks which caused them to destroy the majority of their own fleet, leaving the Emperor to retreat in humiliation. The Elders were aware that the Daleks would return to invade Earth in the future, but that they would be resisted by "another". (COMIC: Return of the Elders)

According to a report from SSS commander John Ainsworth made in light of the Dalek invasion of Vega VI, the Elders' intervention delayed the Dalek invasion of the solar system until the beginning of the 25th century. (GAME: The Fall and Rise of the Dalek Empire [+]Loading...["The Fall and Rise of the Dalek Empire (game)"]) However, most other accounts held that the Daleks successfully conquered Earth in the 22nd century, only for humanity to eventually liberate their planet with the assistance of the Doctor.
