In Pete's World, Cybus Industries' Ultimate Upgrade™ project was in contravention of the Genevan Bio-Conventions. John Lumic hoped to get the President of Great Britain to allow him to bypass them for a few months, giving him time to finalise the project, (PROSE: Lumic) but the President proved intractable, leading to his murder by the illegal first batch of experimental Cybus Cybermen.
