Gloucester was briefly home to an incarnation of the Doctor and her companion Lee Clayton. Gloucester was located in the south-west of England, close to the Welsh border which was to the west of the city. Nearby towns included Stroud to the south and Dursley to the south-west. Local small towns and villages included Painswick to the south, Frampton on Severn to the south-west, and Mitcheldean and Cinderford to the west - both part of Dean Forest Park. Part of the River Severn ran by Gloucester. The nearest motorway was the M5 which could be accessed at junction 11a, to the north-east of the city, or junction 12, just to the south-west. Harry Houdini, together with the Doctor, once tackled a giant sea monster in the Gloucester harbour. (PROSE: Who-Dini? [+]Loading...["Who-Dini? (short story)","Who-Dini?"])

West Country Children's Home was located in Gloucester. The Twelfth Doctor and Clara Oswald visited it in the 1990s and saw Danny Pink as a child. Clara also claimed that she had never been to Gloucester but the Doctor ignored it, saying that she had likely simply forgotten. (TV: Listen [+]Loading...["Listen (TV story)","Listen"])

In 2008, the Eleventh Doctor suggested going to Gloucester, as the nearest city to Leadworth, in an effort to stop the Atraxi from destroying the world in their search for Prisoner Zero. The Doctor was put off the idea when he discovered the city wasn't actually reachable, given the time remaining and the tools at his disposal. One purported incarnation of the Doctor hid in Gloucester in the 21st century. Under a Chameleon Arch, the Doctor disguised herself as the human tour guide "Ruth Clayton", who remembered moving there in December 1999. "Gloucester" was one of the words from throughout the Thirteenth Doctor's past which were "jumbled" as an aftereffect of the Flux and scattered throughout a book the Doctor had written. The clue left by the Doctor to help her readers unscramble the anagram ("Rag Savers") was "Judoon destination", referencing (GAME: Flux Fixers [+]Loading...["Flux Fixers (game)"]) the circumstances of her encounter with the Fugitive Doctor.
