Hayner was a True Lord who regenerated shortly before Romana II, Leela, and Narvin arrived on his Gallifrey. Commander Cloris suggested that Captain Vekken take him to investigate the disappearance of Hollis and Torvald, but Vekken chose to go alone instead.
