Henry Balfour was new spokesman for defence in the House of Lords. Toby Kinsella met with him and talked to him about his previous involvement in biological warfare. He wanted to restart research into biological warfare and wanted Toby's help. He was worried about the striking miners and wanted to use biological weapons to distract the populace from the miners. Starling came to accuse her of plotting the murder of her fiancé. He knew of the flu virus that was released and had a vaccine developed in Porton Down. (AUDIO: The Phoenix Strain)
