Starling was the codename of an informant to Rachel Jensen.
She was a friend of one of her students. She told her that the government had used their work on flu vaccines to create biological weapons. She was paranoid about the government. She eventually made her way to Henry Balfour to accuse him of killing her fiancé and tried to infect him with a virus. She released the virus into the outside world. (AUDIO: The Phoenix Strain)
