Horlak was the leader of a tribe of Silurian scholars.

Horlak was distinguished from his disciples by his pronounced Silurian crests. Like the Silurians who sat beside him, his torso was covered by a carapace, however, like the Silurians who guarded his island, Horlak's third eye was embedded into his forehead rather than atop the head. Horlak's tribe was afflicted with Raldoma Syndrome, a virus which, though harmless to his own subspecies, was deadly to the vast majority of Silurians. "Centuries" prior to 1886, the Sixth Doctor helped Horlak and his tribe quarantine themselves on an island in the Pacific Ocean. The appearance of Horlak was derived from an unused "three eyed" design which was sculpted as a potential redesign for the Silurians to be introduced in The Hungry Earth/Cold Blood but was ultimately passed over in favour of a two-eyed Silurian with a more human-shaped face.
