Agent Peter Ayliffe of the Universal Secret Service invented a new Identicode for the Dalek Emperor in 2065. Agent 0031 was assigned to take the Identicode to the Emperor but, as Agent Twenty One told Ayliffe, 0031 was never heard from again. (PROSE: From Special Agent Peter Ayliffe)
