Peter Ayliffe had recently become an agent for the Universal Secret Service in 2065.
He invented a new Identicode for the Dalek Emperor, wishing it to be printed in TV 21 if he liked it, for use by other agents. However, as Twenty One told him, the latter request could not be fulfilled because Agent 0031, assigned to take the Identicode to the Emperor, was never heard from again.
