Jacob B. Everett was a comic book writer and artist from the 20th century, based in New York, working from the Winter Quay building.

When the Eighth Doctor travelled to New York in the 20th century, where he coincidentally met Jacob, who was, unkowingly, writing a comic about Weeping Angels, calling it a "detective story". Because of the event that every image of an Angel would become an Angel, one such creature emerged from his finished proof version of his comic book, however before the Angel managed to attack, the Doctor managed to create an invisible funnel to make it rain, melting the Angel, while Jacob caused a small fire in the press, destroying further copies.

Jacob then said he had another idea, involving science fiction and a creature in a tank. The Eight Doctor then left him. (GAME: Tears of Ink [+]Loading...["Tears of Ink (episode)"])

Later on he created a new character called the Emerald Crusher, who was a green-clad hero. In 1947, during a simultanious visit from the Ice Warriors, a newspaper urchin named Timmy managed to convince the Ice Warrior Toagi that he was that superhero. The Eleventh Doctor and Amy Pond arrived at the same time and along with the Ice Lord Dota, Jacob managed to break the trance Toagi found himself in.
