Jessica Allaway was a tennis player who won Wimbledon in 2057. She was a cultural advisor. She wanted to make Britain first again. In 2071, she had authorisation controls over Indian Space Control. She didn't believe that the Sixth Doctor was on board the spaceship and thought maybe he was a saboteur. She wanted to use the Doctor as a scapegoat. She tried to stop the Doctor from rescuing Flip Jackson and Jyoti Cutler. She was concerned with the press reaction and then wanted to blow up the Scavenger. (AUDIO: Scavenger)
